This Made in Macau baggie was recently purchased, the Collector’s Guide to Kenner Baggies on The Star Wars Collector Archive does not mention this baggie variant. The bag is the exact same dimensions as the ROTJ-a bag on the guide, and although this variant is not list on the baggie guide, an identical baggie can be found on SWCA under a Bagged Production Sample.
The lightsaber is consistent with a Tri/PBP release, plus the figure does not contain a COO also consistent with Tri/PBP release.
