Loose figure, painted face, dark hair, REPRO

Not exactly sure what the scammer who painted this figure was trying to accomplish. The original hair has been painted over with a darker brown and the cape is extremely fuzzy and the stitching is atrocious. An original Kenner cape is pictured on the right below for comparison.
My best guess is they were trying to reproduce a TopToys Luke Jedi – but its not even close (it has peg holes, COO present, etc). I’ve marked the bottom of the right foot with a ‘R’ to indicate its a reproduction.
